Digital Passport Photos Offer Better Protection – But Not Complete Security
Digital ID Photos Alone Are Not Enough
As of May 1, 2025, only digital biometric passport photos are permitted for ID documents in Germany. This new regulation aims to make forgery more difficult and enhance security. However, despite this important measure, one major challenge remains: face morphing—the blending of two faces into a deceptively real-looking biometric image.
Innovative Technologies for Tamper-Proof IDs

The Fraunhofer Institute for Computer Graphics Research IGD is specifically developing solutions to minimize this risk. Their technology can detect manipulated images, even if they appear to meet biometric standards at first glance. It can distinguish between harmless image editing and security-relevant tampering—a crucial capability that standard methods cannot provide.
Precisely because no system is 100% secure, the work of Fraunhofer IGD remains essential. Even certified digital processes can have vulnerabilities—due to human error at authorities or untrustworthy service providers. Additionally, many countries still enforce less stringent standards, which means forged documents remain a global risk.
Fraunhofer IGD’s developments aim for mobile, easily integrated solutions that are ideal for border control scenarios with limited time and infrastructure—so-called “Easy Exit” situations. This way, they help efficiently detect identity fraud—despite digital advances in the field of identification.
